The SMART IRB Harmonization Steering Committee (HSC) was created in 2017 to help institutions harmonize best practices for conducting single IRB research across the United States. HSC was founded with the understanding that inconsistent approaches to implementing single IRB review introduce new burdens and inefficiencies for investigators, collaborating institutions, and IRBs.
