Yes, a site that declines to rely on the Reviewing IRB can usually still take part in the study — unless single IRB review is a condition set by the funder or sponsor (as it is for most NIH-funded and Common Rule–covered cooperative research). The site's own IRB can review and approve the study under its usual procedures, or the site can use a commercial or other external IRB.
Sites that decline should tell the Overall PI and the proposed Reviewing IRB promptly so the reliance request and the IRB submission reflect the correct sites.
