All records from the retired Online Reliance System (ORS) were carried into the Reliance System on March 17, 2025 — request details, comments, and determination letters — and everyone who had access to a record in the ORS still has it.
Requests that were complete keep their history and can have new sites added under Version 3.0 (the Reviewing IRB and the new site must both be V3.0 signatories).
Requests that were still in progress on March 16, 2025 could not be carried over as open items, so they were closed administratively:

Arrangements documented outside the ORS (for example, by Letter of Acknowledgment) do not need to be entered into the Reliance System. If you want them recorded there anyway, the request must go through the normal workflow with each institution recording its decision; determination dates cannot be backdated, so the record will show the date of re-processing.
