The SMART IRB Reliance System is a web-based workflow system that can be used to request, track, and document reliance arrangements between Participating Institutions when using the SMART IRB Agreement. The System facilitates the process of identifying and documenting a Reviewing IRB and the Relying Institutions, and provides the opportunity to communicate any local context requirements or other concerns. An investigator (or his or her designee) may submit a request for reliance prior to submitting a protocol for IRB review; each reliance request must include a PDF of the study protocol.

Is use of the Reliance System required?
Use is strongly recommended but not required. SMART IRB's Reliance System is available to all SMART IRB Participating Institutions. While the SMART IRB Agreement does not require Participating Institutions to use the Online Reliance System to document reliance arrangements, institutions are encouraged to do so, since the System provides a single, centralized and streamlined platform for facilitating and document reliance arrangements. In addition, institutions that use the Reliance System also have an opportunity to provide input that may influence the future development of the System over the coming months.
Who can use the Reliance System?
Investigators and institution or IRB personnel from any SMART IRB Participating Institution may use the Reliance System to determine and document reliance arrangements with other SMART IRB Participating Institutions. All institutions receive an invitation to register for the Reliance System once they become a Participating Institution. A Participating Institution must register with the Online Reliance System to use the system to determine and document reliance arrangements, and only those institutions that register will be able to be included in requests for reliance for studies in which they are engaged.

Institution Point(s) of Contact (POC(s))
To register for the Reliance System, each Participating Institution is required to name a Reliance POC who can review requests for reliance involving their institution and determine whether their organization will be the Reviewing IRB or Relying Institution, as applicable. The Reliance POC may designate additional POCs for their institution.
What happens after a reliance arrangement is made?
Once a reliance determination has been reached between Participating Institutions for a specific study, the Reviewing IRB is then responsible for reviewing and overseeing the study. As the Reliance System is not an IRB submission system, these activities will occur outside of the System.
