If you are currently undergoing the account creation process for SMART IRB Reliance System, please follow these instructions. Please note that if you deviate from these instructions, you may have issues accessing the SMART IRB Reliance System.
New Users (no previous Online Reliance System or Joinder account)

‘Create My Account’ – Upon being invited to create an account, you will receive an e-mail asking you to create an account in the SMART IRB Reliance System. Upon receiving this e-mail, please select ‘create my account’.
If you have already been invited or already completed this step as you selected 'Register' to create the account yourself, please proceed to step #2.

Complete User Details and Associate with your Institution – You will be asked to provide information including your name, e-mail address, phone number, and institutional affiliation. Please note that if you are associated with multiple institutions, you will need to have the SMART IRB team associate you with any additional affiliated institutions. Please reach out to us at Help@smartirb.org to add you to these additional institutions.

Select Applicable Login Method (CRITICAL)- You will be presented with 3 possible login options, including 'Login.gov', 'InCommon Federation', and 'NIH'. it is critical that you select the correct login method during account creation.
Login.gov: If neither of the below options apply. Please note for most institutions, this will be the applicable option, and will require creation of a login.gov account with a matching e-mail to your SMART IRB account.
InCommon Federation: If your organization is listed in the drop-down on the SMART IRB Reliance System landing page (“Search organization to log in”)
- This option can only be used by institutions that are part of the InCommon Federation.
- Please note that the e-mail used for your Single Sign On (SSO) will need to match the e-mail registered with your SMART IRB account.
NIH: If you are an employee or contractor of the NIH with an NIH-designated e-mail

Await Site Admin Verification- Before you can access the SMART IRB Reliance System, an active Site Admin at your institution will need to verify your account. If you represent a new institution and there are no other site admins, please e-mail help@smartirb.org or contact us to let us know to activate your account on your behalf.
- Access SMART IRB Reliance System- You should now have access to the SMART IRB Reliance System via the login method chosen at the time of account creation.
