Yes, like previous versions of the Agreement, Version 3.0 can be used for consortium-based research. In cases of flexible provisions (e.g. HIPAA decisions occurring in the context of an existing consortium agreement), the SMART IRB team recommends using the Implementation Checklist document to outline said flexible arrangements.
