If you receive a 'Login failed' message upon logging into the SMART IRB Reliance System, there are a few reasons why this may be the case.
1. User is unconfirmed- If your institution's Site Admin has not yet activated your account in the SMART IRB Reliance System, the 'unauthorized' message will display if you attempt to login to the system.
2. User login choice does not match 'preferred login' at account creation- Perhaps the most common reason for this error relates to an issue at login wherein users select 'InCommon Federation' (which is intended to cover single sign on options available in the drop-down at the Reliance System login page) when Login.gov is used to login to the SMART IRB Reliance System. If this is the case, the NIH IT team will need to correct this -- please reach out to us at help@smartirb.org to make this change.
If you experience this issue and have a time-sensitive request, we recommend creating a 2nd SMART IRB account and using 'login.gov' both as your 'preferred login method' as well as the sign in option. Please note you will need to create a login.gov account that matches the registered SMART IRB e-mail in this case.
